Deleting the Value "NetworkService = DnsCache" in HKLM\Software\Microsoft\WinNT\CurrentVersion\SvcHost did the trick for me on a lot of systems. I figured I was in for a ride when hp wanted to install 225MB of driver feel good. I have looked for "HP network device support" in the services (services.msc) but I could not find it. Windows Firewall dialog box will open. Was working great for years untill drive crash. I had data transfer of several hundred MB per day and using NetBalancer identified the issue as the Windows update service (wuaserv) so I disabled it and then ran the MS Kb927891 No where in services is HP listed. Of course this assumes you can find a proper CD to repair install from. I've been able to narrow it down to a specific service by separating each services into its own process and identified wuauserv as the cause.

MS or somebody must have sent some remote commands to all the XP Windows Update Agents recently. For example to open IE you would wait 20 minutes, and then wait another hour before it loaded a page.
