Why do Windows Web Hosts offer so few ftp accounts?

I looking into moving my company’s website from a Linux server to a Windows server so we can develop with ASP.net.
With our current host we have unlimited ftp accounts (this seems to be a standard offering). While looking at Windows hosting plans I’ve noticed they only offer 1-3 ftp accounts. Does anyone know why this is? Does Windows limit the number of ftp accounts?

Now i am not using Windows Web Hosts..i have switched over to Lunarpages webhosting

That is very odd, their shouldn’t be a limit on Windows FTP accounts, it might just be your host is not up with the times. Have you emailed them to ask them to raise it?
I know on the windows dedicated servers we offer we can do unlimited. And we run win 2003 server.
