I think the original cause was from download DVDShrink, which installed a browser hijacker and screwed things up FF. No login is required to access the page nor to follow the links. Filter for "network.protocol-handler.warn-external.http" and "network.protocol-handler.warn-external.https" and change both to True.Chances are, both these will be bolded in the list.

I don't believe any additional action or plugin should be necessary in order for users to download or view a PDF when browsing with Mozilla. I should not have to know about SSL or any other technicalities. After a bit more troubleshooting...
