So i've just bought a new alienware m17x laptop and wanted to apply the Concave 7 theme to my copy of Windows 7 Home Premium 64bit. The first time you open a desktop the command will open the Control Panel window to select themes. So my solution has been to use Dexpot as intended: manually change the wallpaper when I'm fed up with it. I've checked Teatimer and only found one possible incident of it shutting it off.

Not perfect but it works ! When you say you make sure that current user and HKEY_USERS are set the same, you're meaning only the current user's matching entry under HKEY_USERS, not every entry under HKEY_USERS?
