Once I did that and tried to reset the Internet Explorer link I got the same message of windows installer not installed correctly. I would suggest if trying all options that could possibly be caused by your computer check with your internet provider.

Who would have thought that the solution was so simple? A tech worked with me a couple of hours and swears it is not my computer because all other sites I have tried to access work fine. Option 3 worked great! Clueless about the problem, you keep trying and with every try you come close in realizing the utter futility of your attempts in finding the possible solution to the problem.
