Don't forget to reset Windows Update properties to "Automatic Updates" before you restart if you changed them previously. It seems to have worked (along with the other stuff you mention first). You should not be afraid to disable the BITS service as it will not, in any way, affect the way your computer runs on an everyday basis. I tried the solution to this problem for some time. From the Start Menu, type "Resource Monitor" and run it. I stopped and restarted the "wuauserv" service and the problem appears to be resolved. So again, first disable the service, then restart computer, then install updates manually, then re-enable service, and then restart computer again.
