I tried the solution to this problem for some time. From the Start Menu, type "Resource Monitor" and run it. I stopped and restarted the "wuauserv" service and the problem appears to be resolved. So again, first disable the service, then restart computer, then install updates manually, then re-enable service, and then restart computer again.
