Other processes like dwm.exe(Desktop Window Manager) and csrss.exe will go up a few percent too. I recommend removing all software associated with the device and reboot. I just said that 1000Hz is orders of magnitude slower than the CPU, so it shouldn't be any trouble. Yükleniyor... It all takes time and that time is showing up as resource utilization for the CPU. My issue is not even OS related, I have the same phenomenon by Linux Mint too.
