How to make a blog kid safe?

How can I design a blog that kids can post to without comprising their safety? I want them to be able to comment and to have their own profiles but my number one priority is to keep predators and cyber-bullies at bay. Is there a code, a privacy setting or a kid-friendly blog host?

    In the United States, I think online child protection laws prohibit you from collecting any data from someone under the age of 14. In China and Japan I think the age is 18 (or 19). You need to study the laws to ensure you are not jeopardizing yourself or your users.

    To be frank – there is no way to create a 100% safe online environment, but there are ways to combat against online predators and the like…

    Some of those ways can be seen in many community driven sites and even here on Yahoo Answers. Things like allowing the community to flag potential offenders as unsafe.
